Foreclosure/Default Counseling

This is a Single Source contract notification required under Section 142 of the Economic Development Law and Section 163(1)(h) of the State Finance Law. The New York State Housing Trust Fund Corporation (HTFC), a NYS Public Benefit Corporation, has made a determination to issue a Single Source contract to the Neighborhood Reinvestment Corporation d/b/a NeighborWorks® America to provide the development and implementation of a two year comprehensive plan for training of foreclosure prevention/loss mitigation techniques to housing counseling agencies in New York. Such training will lead to the opportunity for certification of housing counselors and their organizations in such techniques. The training plan curricula will progressively build upon baseline skill sets of counselors and lead to the opportunity for certification in such techniques. Due to the urgency of the need to expand the foreclosure prevention services network, such training events will begin no later than October 2008.

In pursuit of securing a comprehensive training regimen for New York housing counselors, HTFC staff investigated what organizations currently were providing a comprehensive curriculum surrounding foreclosure prevention services. Such means of investigation included:

  • Surveying other State Housing Agencies through the National Council of State Housing Agencies

  • Discussion with U.S. Department of Housing and Urban Development officials

  • Discussion with other State agencies (SONYMA and NYS Banking Department)

  • Discussion with various not-for-profit groups involved in housing counseling and foreclosure services

  • Search of housing and community development sites on the internet

In reviewing of all of the above listed sources, there was no evidence that there is currently any other national organization that is providing similar comprehensive foreclosure prevention services training curricula leading to certification.
