Notification of Issuance of Single Source Procurement Contract For Data Retrieval Services
This is a notification of the issuance of a Single Source Procurement by the Housing Trust Fund Corporation, pursuant to a determination made by the Corporation's Executive Management under the requirements of the Corporation's Procurement Policy, a copy of which is available on this website in the Publications section.
The Corporation is presently under court order to produce electronic discovery results by the end of February 2012 in connection with a lawsuit. Accordingly, time is of the essence.
Approximately 3 terabytes of raw data from multiple generations of backups that are made up of various data types (docx, pdf, pst, xlxs, msg, htm, etc.) needs to be indexed and searched for up to 40 search terms. The files and mail messages that match the search criteria must be exported to facilitate further examination by Corporation legal staff. The results of that review will have to be reproduced and migrated to transportable media for the Court system and the legal teams that are involved in the case. The process must produce a chain of custody/logging to demonstrate to the Court the Corporation's due diligence in pursuing a comprehensive search and preservation of the relevant data as part of the process. The Corporation must have this process completed by February 15, 2012. The Corporation uses Microsoft Office products including the Office 2007 and 2010 suites and Microsoft Outlook/Exchange for email.
The selected firm must be able to have demonstrated experience in eDiscovery processes and be capable of performing bulk electronic legal discovery. A minimum of three references for similar eDiscovery engagements must be provided with the cost proposal.
After a review of the qualifications of nine technology firms, including five firms that are registered M/WBE firms, the Corporation has determined that StoredIQ is the only firm capable of providing these services in the form, function and utility required within the timeframe set forth by the Court order, and has awarded a contract to StoredIQ for an amount not to exceed $47,500.
