Included in the series is a six part Certificate-bearing Mini-Series on the basics of Affordable Housing Development. All seminars are offered in convenient locations throughout the state. Certificate of CompletionUpon successful completion of Seminars 1.1 through 1.6 of the Affordable Housing Development Mini-Series, a Certificate of Completion will be issued. DHCR/HTFC plan to repeat this series in 2010. If one or more of the six parts are missed, candidates may attend seminars in the next series. About the TrainerMonte Franke of Franke Consulting Group will be the trainer for this Development Seminar Series. With over three decades of affordable housing development experience as a nonprofit developer, for-profit developer, underwriter, property manager, monitoring agent and workout specialist, Monte has a wealth of practical experience addressing all phases of housing development and operation. He has conducted seminars for the Development Seminar Series since 1989, and is also the trainer for the annual Arizona Affordable Housing Institute. He is a trainer nationwide for HUD and several national associations in affordable housing topics. He is also the author of several nationally distributed guides in affordable housing, including most recently The CHDO Survivor Kit published by HUD. Seminar 1.1 - Introduction to Development This seminar will challenge participants to consider whether they and their organizations are ready to develop affordable housing. It will explore the role and responsibilities of developers, and the staff capabilities and organizational resources and structures that are needed to be successful in development. It will also address partnering and how to negotiate joint ventures. Participants will be provided a tool for assessing their organization’s readiness to develop.

Monte Franke has over three decades of experience in affordable housing development and finance. He has developed affordable homebuyer units. He has served as a trainer for Freddie Mac on their affordable homeownership loan programs, as an underwriter for several states and local governments, and as a consultant on homebuyer program design for Federal, state and local agencies.

Seminar No.3 - Lead Based Paint: An Overview-Seven Steps to Lead Based Paint Safety and Compliance Any pre-1978 residential property that is acquired, rehabilitated or assisted with HUD funding (such as HOME and CDBG) is subject to HUD Lead-Based Paint rules. If you haven't been trained before, or if it’s been several years and you want a refresher in the rules, this seminar will help you comply with the complicated Federal rule by following seven steps.
In addition, the EPA has announced new rules governing all renovations that will begin to take effect in 2009 - 2010. This course will provide an introduction to these new requirements that apply to all non-Federally funded rehabilitation.
The seminar will include advice on how to manage and oversee the process. It will also provide you with guidance and checklists on how to document your compliance.
Monte Franke of Franke Consulting will deliver the seminar. He has worked for the HUD Office of Healthy Homes and LBP Hazards, and has delivered HUD LBP compliance training nationwide.

Seminar No.4 - Managing Housing Rehabilitation Programs DHCR and HTFC are pleased to announce this final 2008 LPA seminar for nonprofits and local program administrators. This seminar is designed to help managers of housing rehab programs evaluate all of the elements of their rehab program design, and identify good practices for management of the program and individual rehab projects. Topics will include: - program design - rehabilitation codes and standards - procurement rules and methods - good construction oversight and program management practices - productivity, tracking and recordkeeping
The seminar will reference two HOME Program publications: HOME Program Rehabilitation Tune-up Kit, and Good Habits of a Highly Effective Rehabilitation Manager.
Monte Franke of Franke Consulting will lead the training. He has 35 years of experience in housing programs, and is a nationally recognized expert in the HOME Program. He has conducted evaluation of housing rehab programs across the country, and has helped communities to re-design their rehab programs to improve compliance and productivity.
