Rural Area Revitalization Project (RARP) Program and Urban Initiatives (UI) Program Application
As of November 4, 2010, the New York State Housing Trust Fund Corporation (HTFC) has not accepted open window, standalone Urban Initiatives or Rural Area Revitalization Projects Program applications. Should additional appropriations be made available in the future, a Notice of Funding Availability (NOFA) will be issued by the HTFC.
Applicants seeking funding through the Rural Area Revitalization Project (RARP) Program or Urban Initiatives (UI) Program only may now submit an application using the new streamlined application. In the past, applicants have had to use the Capital Projects Application used for Unified Funding and other larger development projects to request Rural Area Revitalization Projects (RARP) Program and Urban Initiatives (UI) Program funds.
The streamlined application can be submitted using our online application system or, with an approved waiver, a fillable version which is printed out and mailed in. Information and links to both are provided below.

NOTE: All Open Window Applications are to be submitted using the Community Development Online (CDOL) System whenever possible. Applicants may make a special request, based on demonstrated need, for DHCR approval to utilize this Word/Excel fillable paper application in lieu of CDOL. Requests must be submitted in writing to Program Management, Office of Community Development, and approval must be received by the applicant prior to submission of a paper application.
The fillable version of the RARP/UI only application is comprised of 4 Microsoft Word and 6 Microsoft Excel files which can be downloaded, filled in, printed out, and submitted by mail. These files, as well as a PDF file containing the application instructions, are contained in one self-extracting zip file
Instructions for Downloading and Unzipping Self-Extracting Zip Files (exe):
- Click on the link
- Select the directory on your machine that you want the file downloaded to.
- When the download is complete open 'Windows Explorer' to locate the file you downloaded and double click it.
- When the dialogue box with "Unzip to folder:" comes up enter the directory you want the files unzipped to and select the Unzip button. If you do not have WinZip, do not click the Run WinZip button.
- After clicking Unzip, the message "11 files unzipped successfully" should appear. Click OK.
- Click Close.
- All of the files contained in the Self-Extracting zip file should now be available in the folder that you chose to Unzip to.
A single easily printable version of those fillable files & instructions in a PDF file are also being made available for reference.
